Resolution 2016-01 - A Resolution Authorizing Changes to the OSRD Development Plan for the Witherspoon Subdivsion

Subject
Resolution 2016-01 authorizes a minor alteration to the OSRD Development Plan for the Witherspoon Subdivision.  The project is located on the south side of Crockett Road, approximately 0.50 miles east of its intersection with Wilson Pike.  The revised plan proposes an increase in the amount of excess open space for the project of 871.20 square feet (0.02 acres), or from the original approved area of 90.44 acres to 90.46 acres
Background
At its regular meeting of December 7, 2015, the Planning Commission voted eight for and one against (8-1) to approve a preliminary plan for the Witherspoon Subdivision.

As part of the review, the Planning Commission also voted eight for and one against (8-1) to forward a recommendation of approval of the corresponding changes to the OSRD development plan for the project. 

The Planning Commission approved of the following considerations as also approved by the Board of Commissioners on second and final reading of Ordinance 2015-12 on October 26, 2015.
  1. As permitted by Section 78-184(b)1 of the Municipal Code, the Planning Commission  determined that the width of the arterial road buffer shall be measured from the originally proposed 20 foot right-of-way dedication, along the south side of Crockett Road, as shown on the OSRD Development Plan approved by the Board of Commissioners on October 26, 2015.  
  2. The Planning Commission also approved the redistribution of the landscaping required in the arterial road buffer on Lot 1, the historic tract, to other areas of the project as permitted by Section 78-512(b)5c of the Municipal Code.  The approved plan did not include landscaping in this area to preserve the view and historic nature of the tract.
  3. The Planning Commission also approved the elimination of a section of the required sidewalk in lieu of a bikeway connection to the trail on the west side of the project.  The area is located in Open Space Area “N”, on the north side of Road “H”, and the west side of a short segment of Road ”F”, as shown on the plan having the latest revision date of November 17, 2015.  An eight foot wide concrete bikeway will be constructed across the frontages of Lots 46 through 49, Open Space “I” and Lots 58 through 66.  
The proposed increase in the amount of excess open space can be attributed to a slight re-alignment of the interior streets, resulting in a decrease in the area of the right-of-way for the interior streets. Additionally, the total area of the lots was also increased, which requires less open space be provided.  A side  by side comparison of the open space calculations is attached below.
